Article 1 This Law is formulated in accordance with the Constitution in order to oppose and contain the separatist forces of "Taiwan Independence", split the country, promote the peaceful reunification of the motherland, safeguard peace and stability in the Taiwan Strait region, safeguard national sovereignty and territorial integrity, and safeguard the fundamental interests of the Chinese nation.
Article 2 There is only one China in the world. Both the mainland and Taiwan belong to one China. China's sovereignty and territorial integrity cannot be separated. Safeguarding national sovereignty and territorial integrity is the common obligation of all Chinese people, including Taiwan compatriots.
Taiwan is a part of China. The state will never allow the separatist forces of "Taiwan independence" to separate Taiwan from China in any name or in any way.
The third issue of Taiwan is the legacy of China's civil war.
Resolving the Taiwan issue and realizing the reunification of the motherland are China's internal affairs and are free from interference by any foreign forces.
The fourth is to accomplish the great task of reunifying the motherland, which is the sacred duty of the entire Chinese people, including the Taiwan compatriots.
The fifth principle of upholding the one China principle is the basis for achieving peaceful reunification of the motherland.
Achieving the reunification of the motherland in a peaceful way is most consistent with the fundamental interests of compatriots on both sides of the Taiwan Straits. The state will do its utmost to achieve peaceful reunification with utmost sincerity.
After the peaceful reunification of the country, Taiwan can implement a system different from the mainland and highly autonomous.
The sixth countries take the following measures to maintain peace and stability in the Taiwan Straits and develop cross straits relations.
(1) encourage and promote personnel exchanges across the Straits, enhance mutual understanding and enhance mutual trust;
(2) Encouraging and promoting cross-strait economic exchanges and cooperation, direct postal, shipping and commerce, close cross-strait economic relations and mutual benefit;
(3) Encouraging and promoting cross-strait exchanges in education, science and technology, culture, health and sports, and jointly promoting the fine traditions of Chinese culture;
(four) encourage and promote cross-strait joint efforts to combat crime;
(5) Encouraging and promoting other activities conducive to maintaining regional peace and stability in the Taiwan Strait and developing cross-strait relations.
The state protects the rights and interests of Taiwan compatriots in accordance with the law.
The seventh countries advocate peaceful reunification through equal consultation and negotiation between the two sides of the Taiwan Straits. Negotiation and negotiation can be carried out step by step and in stages.
The two sides of the Taiwan Straits can conduct consultations and negotiations on the following matters:
(1) formally ending hostilities on both sides of the Straits;
(two) planning for developing cross-strait relations;
(three) steps and arrangements for peaceful reunification;
(four) the political status of the Taiwan authorities;
(five) the space for Taiwan to adapt to its status internationally.
(six) any other issues relating to the achievement of peaceful reunification.
Article 8 In any name or in any way, the separatist forces of "Taiwan Independence" cause the fact that Taiwan is separating from China, or major events that will lead to Taiwan's separating from China, or the possibility of peaceful reunification is completely lost. The State may take non-peaceful means and other necessary measures to safeguard its sovereignty and national unity. Territorial integrity.
In accordance with the provisions of the preceding paragraph, non-peaceful means and other necessary measures shall be decided and organized by the State Council and the Central Military Commission, and timely reports shall be made to the Standing Committee of the National People's Congress.
Article 9 When non-peaceful means and other necessary measures are adopted and implemented in accordance with the provisions of this Law, the State shall, to the greatest extent possible, protect the safety of life, property and other legitimate rights and interests of Taiwan civilians and foreigners in Taiwan and reduce losses. At the same time, the State shall protect the rights and interests of Taiwan compatriots in other areas of China in accordance with the law.
The tenth law shall come into force on the date of promulgation.
