The core of the problem is the reunification of the motherland. Peaceful reunification has become the common language of the Kuomintang and the Communist Party. We are not in favour of the term "complete autonomy" in Taiwan. Autonomy can not be without limitation, and it can not be "complete" if there are limits. "Complete autonomy" is the "two China" rather than one China. The system can be different, but the international representative of China can only be People's Republic of China. We recognize that the local government of Taiwan can do its own thing in its internal policy. As a special administrative region, Taiwan is a regional government, but unlike other provinces, municipalities and even autonomous regions, it can have certain powers that other provinces, municipalities and autonomous regions do not have but are unique to itself, provided that the interests of a unified country cannot be compromised.
After the reunification of the motherland, the Taiwan Special Administrative Region can have its own independence and implement a different system from that of the mainland. Judicial independence does not require the right of final adjudication to Beijing. Taiwan can also have its own army, but it can not constitute a threat to the mainland. The mainland does not send people to Taiwan. Not only the army does not go, but also the executive does not go. Taiwan's party, government and military systems are all controlled by Taiwan itself. The central government will also set aside places for Taiwan.
Peaceful reunification is not to eat Taiwan by the mainland, nor of Taiwan to eat the mainland. The so-called "three people's principles" to unify China is not realistic.
To achieve reunification, there must be an appropriate way. Therefore, we propose holding equal talks between the two parties and implementing the third cooperation, without mentioning the central and local negotiations. After the two sides reach an agreement, they can be formally announced. But we must not allow foreign countries to intervene. It can only mean that China is not yet independent.
We hope that the Taiwan side will carefully study the contents of the nine principles and policies proposed by Ye Jianying in September 1981 and Deng Yingchao's opening speech at the first meeting of the Sixth CPPCC in June 1983 to eliminate misunderstandings.

We need to complete the unified cause that our predecessors have not completed. If the Kuomintang and the Communist Party can accomplish this together, Chiang's father and son will write better about their history. Of course, it takes time to achieve peaceful reunification. If it is not urgent, it is a lie. Our elderly people always hope to achieve it at an early date. We need more contacts and better understanding. We can send someone to Taiwan at any time. They are also welcome to send people to ensure safety and confidentiality. We count our words and do not make small gestures.
We have achieved stability and unity. The principle of peaceful reunification of the motherland was formulated after the Third Plenary Session of the Eleventh Central Committee of our Party. The relevant policies are gradually completed and will remain unchanged.
Sino-US relations have improved slightly recently, but the American authorities have never given up on "two Chinas" or "one and a half Chinas". The United States blows its system so well, but when it comes to the presidential campaign, there is a saying that just took office, a saying that mid-term elections are going to be another saying that comes near the next general election. The United States also says our policy is unstable, and our policy is much more stable than the United States.
